The Commissioner of Customs has declared that the Sea Cargo Manifest and Transshipment Regulations (SCMTR) will commence on January 16, 2025, across India. Consequently, all shipping lines and vessel operators must comply with the SCMTR format for the submission of:
- Sea Arrival Manifest (SAM)
- Sea Entry Inward (SEI)
To ensure adherence to SCMTR rules and deadlines, please follow these guidelines:
- Submit manifest for all Indian ports before the ship departs the last foreign port.
- Request you to provide House BL data on Maersk.com at least 72 hours before the ship departs the last foreign port.
- Even if cargo remains on the first vessel for transshipment to another Indian port, CSN and HBL data must be filed before departure from last foreign port.
- For cargo traveling from Jebel Ali → Mundra → Nhava sheva :
- File HBL and CSN data before leaving Jebel Ali, even if the cargo stays on the first vessel.
- Nominate your CFS DPD & ICD movements on maersk.com/OTDI details at least 72 hours prior the ship departs the last foreign port.
- If House BL or CSN data is incomplete, Maersk will file Master BL data, and any corrections will be handled by the Consignee or Forwarder.
- For SOC shipments it will be the SOC customers that will file their own manifest and share the CSN file to indcsman@maersk.com at least 72 hours prior to the vessel departure from last foreign port.
Note: As per the SCMTR regulations, Carrier are required to file the manifest before vessel departs from last foreign port. The ports that are already live on SCMTR are still following the old IGM deadlines. As soon as India Customs communicate to follow the new SCMTR deadlines, our systems will be aligned to accept CFS/HBL/SOC manifest.
