Cargo Tracking Note (ECTN) or Bordereau de Suivi de Cargaison
From 1st December 2015, shipments to Togo (transit cargoes included) should be covered by an ECTN.
This implies that each Bill of Lading and/or Cargo Manifest should notmally include the corresponding ECTN number.
ECTN is to be issued to Shipper at Origin by Antaser Afrique www.antaser.com. ECTN But same could be produced at destination for regularization.
All penalties resulting from non Compliant or non available ECTN, including Demurrage, will have to be paid before cargo delivery, by Shipper as it is his primarily responsibility. Alternatively, if agreed by consignee, he can pay at destination.

TTBL Conditions from Cotonou Port (BN) - Lome Port (TG) to NIGER
(Niamey, Agadez, Dosso, Maradi, Tahoua, and other cities)
LOME / COTONOU – NIGER
(Transit by Road Only)
From Free Under Tackle (FUT) at Lome or Cotonou ports to Free on Truck (FOT) delivery to Niamey or other locations in Niger. Quotations for delivery to other cities in Niger are available upon request. The cargo will move under customs bond and will be consigned to our appointed representative in Niamey.
A/ TARIFFS
Our rates are:
- Quoted in EUR (for both Lome and Cotonou) and must be updated as PREPAID in GCSS.
- Based on gross weight, including the tare of the container.
- Max accepted weight: 26 tons for 20’, 28 tons for 40’ containers.
- Applicable to standard dry containers only.
- DG, out-of-gauge, or other special equipment requires a specific quotation.
B/ IMPORTANT NOTICE
B-1. Weight Mis-declaration
All rates are based on gross weight. Any mis-declaration will result in extra charges (e.g., weighbridge fines, surcharges), to be settled before release of cargo. These will be updated as Prepaid in GCSS for Lome or Cotonou shipments.
B-2. VGM vs BL Weight Discrepancies
If VGM differs from the Bill of Lading weight, the VGM will apply. Related charges will be passed to shipper and must be updated as Prepaid before cargo release.
B-3. Through Bill of Lading Delays
Delays due to missing documents or unpaid dues from shipper will lead to additional charges (storage, demurrage), to be invoiced and updated as Prepaid before cargo release.
B-4. TBL Cancellation
If cancellation is needed, notify TBM & MCS execution teams in Lome or Cotonou immediately.
- Cancellation fee: EUR 763 per BL, charged to shipper as Prepaid.
- Cancellations not accepted if less than 3 days before vessel arrival.
C/ DOCUMENTS REQUIRED (14 Days Before Vessel Arrival)
- Original Bill of Lading or Telex Release
- Packing list
- Commercial Invoice with CIF Value
- Electronic Cargo Tracking Note, for Benin
- Exemption Letter (if applicable)
- Consignee Registration certificate (NIF)
- Vehicle License / Grey card for Rolling material
- Insurance Certificate (if applicable)
- Material Data Sheet (for DG cargo)
Late submission (<14 days before ETA) causing storage/demurrage will be merchant’s responsibility and must be settled before inland movement to Niger.
D/ CUSTOMS CLEARANCE
All BLs must mention: “Cargo in transit to Niger”.
D-1. Charges Included in Our Tariffs
Depending on the booking type in GCSS:
CY/SD (Store Door):
- Port terminal charges at Lome or Cotonou
- BL charges, port charges
- Customs clearance in transit and documentation fees
- Road transport from Lome or Cotonou to Niger
D-2. Charges at Merchant’s Expense (Not Included in Tariffs)
To be updated as Prepaid, where applicable:
- CARGO FROM COTONOU PORT
- FGR for Benin (Road Guarantee Fund/Tax) for CIF Cargo if value exceeding EUR 30.000 per Container. 0.25% of CIF value is applicable to be collected from customer
- FGR for Niger (0.25% of CIF value). Cost is debited to customer.
- RSC (Redevance de Sécurisation des Corridors) for all cargo in transit in Benin : 0,5 % of cargo value to be collected from customer.
- Used Vehicles only: Customs Charges of EUR 260/vehicle to be collected from customer.
- Demurrage, and terminal Storage in port occurring as a result of late and/or incomplete documentation.
- 1% Customs taxes (RS) in TOGO For any value exceeding EUR 30,000, the customer will cover the additional cost based on the incremental value.
- CARGO FROM LOME PORT
- FGR for Togo (Road Guarantee Fund/Tax) for CIF Cargo if value exceeding EUR 30.000 per Container. 0.25% of CIF value is applicable to be collected from customer
- FGR for Burkina (Road Guarantee Fund/Tax) for CIF Cargo if value exceeding EUR 30.000 per Container. 0.25% of CIF value is applicable to be collected from customer.
- FGR for Niger (0.25% of CIF value). Cost is debited to customer.
- RSC (Redevance de Sécurisation des Corridors) for all cargo in transit in Benin : 0,5 % of cargo value to be collected from customer if applicable
- Used Vehicles only: Customs Charges of EUR 260/vehicle to be collected from customer.
- Demurrage, and terminal Storage in port occurring as a result of late and/or incomplete documentation.
- Terminal storage (after port free time)
- Demurrage
- Customs/police escort (if required)
- Import duties & taxes in Niger
- Customs clearance
- Truck detention due to delays in clearance: EUR 80/day
- Inland yard storage (after free period)
- Documentation release fees (agent in Niger)
- Stripping charges (if at consignee’s premises)
- Soniloga Fees for Container within rolling materials
- Delivery Terms are FOT (Free-on-Truck), any destination handling fee is payable by the consignee
- Consignees are granted five (5) calendar days free time for truck to customs clear and unload cargo
- Detention accrued on account of the consignee is required to be settled by the consignee prior to release
- Cargo is transported to designated customs authorities depots/dry ports at the respective destinations
- Cargo weight will be determined by weighting bridge. Any difference between weight bridge and documentation is subject to huge fines by authorities.
