We would like to inform you of recent regulatory enforcement updates at the ports of Rijeka (Croatia) and Koper (Slovenia) concerning EU ICS2 (Import Control System 2) requirements.

Key Change
The port authorities at Rijeka and Koper have now activated their Risk Management Systems (RMS) to validate the completeness of ENS filings performed by respective economic operators, in line with the layered filing framework under ICS2.
The following economic operators must ensure that their respective partial filings are completed at least 24 hours prior to vessel arrival at the compliance load port:- Forwarders (Self-Filing)
Forwarders who have opted for self-filing by nominating the EORI of the next filing party in the shipping instructions must complete the remaining partial filing (F15) directly via the EU ICS2 Single Trader Interface (STI). - Direct Customers (Self-Filing)
Direct customers opting for self-filing by nominating the EORI of the next filing party must complete the required partial filing (F17) via STI.
Operational Impact
If the required partial filings are not completed within the defined timeline :
- A HOLD will be imposed by Customs authorities
- Shipment will not be allowed to proceed further in the supply chain
- Missed vessel connections in case of transshipment
- Delays in customs clearance for import shipments
The HOLD will remain in place until complete and compliant data is submitted and validated.
Cost Implications
All costs arising due to such HOLD (including Demurrage, Detention, and other operational costs) will be borne by the “Next Filing Party” (as defined in the shipping instructions) responsible for subsequent partial filing to EU ICS2 system.
For short sea services the cargo will have to be retained on board for missing partial filing to EU ICS2 system and cost associated will be borne by the “Next Filing Party” (as defined in the shipping instructions).
Customer Action Required
To avoid disruptions, we strongly request you to:- Ensure timely submission of HBL or Buyer and Seller data to STI for partial filing cases at least 24 hours prior vessel arrival at compliance load port
- Align with your filing party (forwarder/BCO) to ensure compliance before cargo cut-off
Keynote : These measures are part of the EU-wide ICS2 compliance framework, and similar enforcement may be extended to other ports.
