Digitoll

What is Digitoll?

Digitoll is Norwegian Customs’ concept for digitising all customs processes to comply with EU customs legislation. This enables those involved in the transport of goods to meet the four information requirements with digital and automated information processing. It means that all goods imported into Norway must be declared before crossing the border.

A manifest is required, covering all goods to be imported into Norway. The manifest can only be provided by an authorised operator. Digitoll is available for all modes of transport (road, air, sea and rail).

GO or NO GO When Norwegian Customs receives and processes the information digitally, before or at the border crossing, they give the transport or the consignment the status "no inspection on arrival" or "inspection on arrival".

The direct transport scheme ends with Digitoll. Currently, goods can go straight to the consignee and be declared up to 10 days after crossing the border. This will change when Customs switches to Digitoll. The transition will take place in two stages:

  1. 15 September 2026: All transport details must be submitted digitally via a Cargo Manifest.
  2. 1 March 2027: Post-clearance declarations will no longer be allowed. Everything must be declared before crossing the border and submitted via a Cargo Manifest.
